What is a 15 ppm bilge alarm?

Every vessel's Oily Water Separator (OWS) must be fitted with a 15 ppm bilge alarm (Oil Content Meter) type-approved to IMO resolution MEPC.107(49). Classification societies require the accuracy of the alarm to be verified regularly — typically at each IOPP renewal survey — with a calibration certificate kept on board.
